People shouldn't think that an unethical action is okay, even if they do not get penalized for it. For example someone cleverly steals money from bank accounts in a way no one can prove it. They have been given time to improve themselves, but no incentive. If they use the opportunity to improve themselves, that will benefit them. If they waste the time and their opportunity, they will gradually get trapped by their self-made issues.
